Since 2018, parking fines in France have been decriminalized and replaced by the forfait post-stationnement (FPS). This change modified the contestation procedure. Here is how to effectively contest a parking fine in France in 2026.

First Rule: Do NOT Pay Before Contesting

Payment of the FPS is considered implicit recognition of the infraction and permanently closes all avenues for appeal. If you intend to contest, do not make any payment. You have 3 months to pay or contest before the notice expires.

The 45-Day Contestation Deadline

You have 45 days from notification to file a RAPO (mandatory preliminary administrative appeal) with the relevant authority — the municipality or road operator. This appeal is free and mandatory before referring to the CCSP (specialized administrative court).

Valid Grounds for Contestation

  • Broken or absent parking meter: photograph immediately
  • Missing or illegible signage: no valid sign means no valid fine
  • Medical emergency: supported by a medical certificate
  • Error in licence plate number: a typo on the plate invalidates the notice
  • Stolen vehicle: proven by a police report
  • Valid resident permit: not taken into account by the agent
